What's the loyalty oath? Do you mean you (or everyone?) have/has to take an oath before voting? In Australia, all we have to say is who we are (to be found on the rolls and marked off) and that we have not voted anywhere else that day.
I think Jessica Mitford was a US citizen (by marriage) at the time the University of California asked her to take a loyalty oath and she refused: shenanigans ensued (though that is pretty much a given once the name Mitford is mentioned).
