Bloomberg administration, zealous about the war on obesity, feeds schoolchildren less food than required.
There are a lot of kids in New York who experience food insecurity. I am all for better food in schools, but let's not forget that not everybody is getting enough to eat for breakfast and dinner. Or that it's hard to concentrate on schoolwork when you're really hungry.
(I don't know about NYC, but I've heard of schools in North Carolina being crowded enough that the first lunch was at 10:30. If you're going to eat at 10:30 and not again until mid-to-late afternoon... a good-sized lunch is a good thing.)
