Don't read too much into the word-count; not only is it cut-and-pasted stuff, I probably will have to delete part of the literature review if I can't put enough in the results and discussion. Ten pages of literature review in a paper that might come out to only 50 pages or so is a lot; it will look unbalanced if my results come out skimpy, as is very possible.
