I'm not an expert on Mahayana Buddhism or anything, but I would say it's not so much a matter of "caring too little" or "caring too much." I'd say it's more a matter of whether that caring is grasping, a way of asserting ownership over what isn't yours. You can love something deeply and also know that ultimately it doesn't belong to you. In that sense, non-attachment isn't in opposition to universal compassion, it's an extension of it, because you can't see other people as full human beings in their own right if you see them as extensions of your ego.

...So, it kind of bugs me to see that cartoon portrayal of Buddhism where it's all about Not Caring About Anything, and I'm glad that Avatar has a genuinely different vision of what non-attachment means.
